BOARD OF SUPERVISORS

In accordance with Section 15.2-2204 of the Code of Virginia, 1950 as amended and pursuant to Section 24.2-306 and 15.2-1800 of the Code of Virginia, 1950 as amended, the Richmond County Board of Supervisors hereby gives notice that a Public Hearing will be held starting at 7:00 p.m., Thursday, September 12, 2019 in the Richmond County Public Meeting Room, 101 Court Circle, Warsaw, Virginia 22572 to receive public comment on the following:

Proposed amendments to Section 30.19 of the Richmond County Code of Ordinances (Polling Places).
Consideration of an easement crossing portions of County owned real estate.

Public Notice – Environmental Permit

PURPOSE OF NOTICE: To announce a facility has submitted an application to the Department of Environmental Quality for a draft permit to limit air pollution in Warsaw, Virginia.
PERMIT NAME: Major Source Construction Permit issued by DEQ, under the authority of the Air Pollution Control Board.
APPLICANT NAME AND REGISTRATION NUMBER: River Fiberglass Pools; 52793. FACILITY NAME AND ADDRESS: River Fiberglass Pools; 4492 Richmond Road, Warsaw, VA 22572.
PROJECT DESCRIPTION: River Fiberglass Pools has applied for a permit to construct the River Fiberlgass Pools, Inc. facility. The facility will be constructed and operated at 4492 Richmond Road, Warsaw, VA 22572. The facility is a fiberglass pool manufacturer. The proposed facility will be classified as major source of air pollution. The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be approximately: VOC 197.8 tons per year-, Styrene 174.5 tons per year; Methyl Methacylate 16.3 tons per year and Ethyl Benzene 0.075 tons per year. The technology that will be used to control the air pollution from the facility is a non-atomized resin applicator and an atomized gelcoat applicator. The estimated effect on air quality near the facility from the proposed project is expected to be in compliance with 40 CFR 63 Subpart WWWW and Virginia regulations.

PUBLIC NOTICE

Notice is hereby given that Rappahannock River Valley Wildlife Refuge has requested authorization from the Virginia Marine Resources Commission to replace an existing fishing pier with a new, 100-foot long by 6-foot wide public fishing pier with a 30-foot by 10-foot L-head and two (2) mooring piles for temporary, educational, research and law enforcement use on Cat Point Creek at 2570 Newland Road in Richmond County.

WETLANDS BOARD

Pursuant to Section 28.2-1302 of the Code of Virginia, 1950, as amended, notice is hereby given to all interested parties that the Richmond County Wetlands Board will hold a public hearing on Thursday, September 26, 2019 at 7:00 p.m., Board Meeting Room, County Office Building, Warsaw, Virginia, in order to consider the following application for a Richmond County Wetlands Permit:

• United States of America, Rappahannock River Valley National Wildlife Refuge, c/o William Crouch, 336 Wilna Road, Warsaw, VA 22572, has applied for permission to construct improvements to a public access pier along their Cat Point Creek shoreline, located at 2570 Newland Road and further identified as Parcel 15 of Tax Map 11. • Vanelia Gallagher, 130 Cole Hill Lane, Warsaw, VA 22572 has applied for permission to construct a riprap revetment along her Rappahannock River shoreline, located at Hales Point Road, and further identified as Parcel 53 of Tax Map 43. (VMRC#19-1542)
