Essex County Sheriff’s Office promotions

Essex County Sheriff W.A. “Arnie” Holmes would like to announce promotions made in his department on December 1. Jason Robert Hayes has been promoted from Narcotics Investigator to Captain and Fred J. “Jay” Mitchell, III has returned to ECSO to the position of Major.

A 2000 graduate of King and Queen High School, Captain Hayes is also a graduate of ECPI Technical College in 2004 with a degree in Applied Science Computer and Information Science majoring in Business Administration. He resides in Essex County with his wife and daughter.  Captain Hayes is a life member of Howerton Baptist Church where he teaches Sunday school and has served as deacon.  Captain Hayes is also a member of the Arlington Masonic Lodge #102 located in Millers Tavern.

Captain Hayes began his law enforcement career with the Tappahannock Police Department in 2004 and attended the Rappahannock Regional Criminal Justice Academy in 2004. He was awarded the top physical fitness award as well.
