REQUEST FOR PROPOSALS FOR
PROFESSIONAL ARCHITECTURAL SERVICES
NORTHUMBERLAND COUNTY/CALLAO
DOWNTOWN REVITALIZATION PROJECT
Northumberland County, Virginia, has received an offer of a Community Improvement Grant from the Department of Housing and Community Development to fund Business District Revitalization activities to include architectural design for the project’s Façade Improvement Program.
The County requests proposals and qualification statements from firms experienced and qualified to conduct this activity. Proposals will be evaluated according to the following criteria: 1. Qualification of firm’s staff. 2. Familiarity with Business District Revitalization activities. 3. Capacity of firm to perform the work within limited time-frame. 4. Quality of performance in past and/or similar projects. 5. Knowledge and familiarity of firm’s staff with VDHCD Planning Grant and Community Improvement Grant procedures and requirements.
Five (5) copies of the proposals titled CALLAO BUSINESS DISTRICT REVITALIZATION PROJECT should be delivered or mailed to Luttrell Tadlock, County Administrator, P.O. Box 129, 72 Monument Place, Heathsville, Virginia 22473 by Wednesday, January 23, 2019, at Noon. WETLANDS BOARD
Pursuant to Section 28.2-1302 of the Code of Virginia, 1950, as amended, notice is hereby given to all interested parties that the Richmond County Wetlands Board will hold a public hearing on Thursday, January 24th, 2019 at 7:30 p.m., Board Meeting Room, County Office Building, Warsaw, Virginia, in order to consider the following application for a Richmond County Wetlands Permit:
•Whelan’s Marina & Campground, LLC, John M. Whelan, 3993 Hales Point Road, Farnham, VA has applied for permission to construct a vinyl bulkhead sill with associated beach nourishment and wetlands plantings, replacement jetties, replacement vinyl spur, extension of existing armor stone breakwater, replacement vinyl bulkhead, replacement timber wharf and two boat lifts along their Rappahannock River shoreline, located at 3993 Hales Point Road, and further identified as Parcels 69, 70, 70A and 70C of Tax Map 43. •Michael J. Faust, 11 Halstead Drive, Fredericksburg, VA has applied for permission to construct a riprap revetment along their Morratico Creek shoreline, located at 317 Indian Banks Road, and further identified as Parcel B4 of Tax Map 43(2). (VMRC#18-1940)
All interested parties will be afforded the opportunity to be heard and are requested to submit a concise written statement and/or attend the Public Hearing to offer oral comments. The aforementioned application is on file in the office of the Land Use Administrator.


Invitation to Bid
The Town of Warsaw is soliciting bids from qualified contractors to do façade improvements in its business district. These improvements are funded, in part, by a grant from the Virginia Department of Housing and Community Development. A Bid Package for the building is available for downloading at www.northernneck.us (menu link PDC/RFPS). Local, minority-owned, and female-owned firms are encouraged to respond. There will be a mandatory pre-bid meeting at 2 p.m. on January 22, 2019. The deadline for submitting bids is January 30, 2019, at 2 p.m. EST.
