Melissa Blake received the Excellence in Financial Management Services Award at the 2019 Self-Direction Conference in Baltimore for her work at Bay Aging developing a financial services program for veterans.
Blake serves as administrator of the Veteran Directed Care Program, which allows veterans who are at risk of being placed in a nursing home to remain independent at home. That’s accomplished by establishing those veterans as employers and allowing them to hire people who provide personal care.
Blake handles the financial management of that program, which includes establishing each individual with all the necessary agencies, such as the IRS and Department of Taxation, processing payroll and providing technical assistance to partnering agencies.
When she came to Bay Aging in 2011, those roles were handled by a third-party provider. Blake developed an in-house financial program, which now serves over 200 veterans in Virginia, Maryland, North Carolina and South Carolina and processes payments to about 400 of their employees.
When her name was called as the winner of the financial award, Blake said she wasn’t expecting it.
