PUBLIC NOTICE-WETLANDS BOARD
Pursuant to Section 28.2-1302 of the Code ofVirginia, 1950, as amended, notice is hereby given to all interested parties that the Richmond County Wetlands Board will hold a public hearing on Thursday, December 4, 2014 at 7:00p.m., Board Meeting Room, County Office Building, Warsaw, Virginia, in order to consider the following application for a Richmond County Wetlands Permit:
• Anne B. Terhune, 1 0 Suffolk Road, Wellesley, Massachusetts 02481, has applied for permission to install a rip-rap revetment and low-profile timber groins along her Rappahannock River shoreline located at 52 Milden Lane and the properties in question are further identified as Tax Map 42 Parcels 57B and 58. VMRC #14-1611
• Riverdale Farm Inc., John 0. Long, 105 Hancock Crossing, Lake Wylie, SC 29710, has applied for permission to install rip-rap revetments and low-profile groins along his Rappahannock River shoreline located at 931 Riverdale Road, and the property in question is further identified as Tax Map 35 Parcel33. VMRC #14-1612
All interested parties will be afforded the opportunity to be heard and are requested to submit a
concise written statement and/or attend the Public Hearing to offer oral comments. The aforementioned application is on file in the office of the Land Use Administrator.
NOTICE OF PUBLIC HEARING
In accordance with §15.2-2204 of the Code of Virginia, 1950 as amended and pursuant to §15.2-2310 of the Code of Virginia, 1950 as amended, the Richmond County Planning Commission hereby gives notice that two Public Hearings will start at 7:00 p.m., December 8th, 2014, in the General Public Meeting Room, County Office Building, 101 Court Circle Warsaw, Virginia. The purpose of the Public Hearings is to consider the following:
• To receive public comment on a proposed amendment to the Richmond County Zoning Ordinance, Section 2-2-2A “Special Exception Uses,” item 22 “Limited food service and sales permitted as an accessory use.” The proposal would allow for limited food service and sales in Agricultural General (A-1) Zones as an accessory use to the following Special Exception Uses: Antique Shops, Bed and Breakfasts, Campgrounds, Livestock Auction Markets, Commercial Marinas, Clubs or Lodges and Assembly/Retreat Facilities. Proposed language may be viewed in person at the Richmond County Administrator’s Office at 101 Court Circle, Warsaw, Virginia 22572 between 9:00 A.M. and 5:00 P.M.
• To receive public comment on the Fiscal Year 2016-2020 Capital Improvement Plan. The Capital Improvement Plan provides long-term planning objectives from each department in identifying future improvement needs. The proposed FY 16-20 CIP can be viewed in person at the Richmond County Administrator’s office at 101 Court Circle, Warsaw, Virginia 22572 between 9:00 A.M. and 5:00 P.M.
Public Notice –Environmental Permit Application
PURPOSE OF NOTICE: To announce a public meeting on a permit application to allow the land application of Biosolids in Richmond County, Virginia.
PUBLIC MEETING: Supervisors Boardroom, Richmond County Administration Building, 101 Court Circle, Warsaw, VA 22572, 9 December 2014 at 7:00 p.m.
PURPOSE OF PUBLIC MEETING: For DEQ to discuss technical issues related to the permit application for Synagro Central, LLC to apply treated biosolids in Richmond County, VA. Biosolids is a term that refers to solid, semisolid, or liquid materials removed from municipal sewage and treated to be suitable for recycling as fertilizer.
PROPOSED PERMIT NAME: Virginia Pollution Abatement Permit 00833 for Synagro Central, LLC – Richmond County issued by DEQ, under the authority of the State Water Control Board.
NAME AND ADRESS OF APPLICANT: Synagro Central, LLC, 10647 Tidewater Trail, Champlain, VA 22438
PROJECT DESCRIPTION: Synagro Central, LLC has applied for a permit to authorize the land application of biosolids to 1 tract in Richmond County, Va. totaling approximately 220.7 acres of farmland. B. V. Foster owns 9 fields, B. V. Foster and C. F. Titus own 2 fields. The biosolids will be land applied as a fertilizer at a controlled rate in accordance with a nutrient management plan that will be developed for each site. The applicant proposes to utilize biosolids on farmland without a discharge to surface waters. DEQ’s preliminary decision is to approve the permit for a ten year term.
