There was confetti and a crown awaiting Charlotte Rose Smith, 4, at the Richmond County Public Library as part of a congratulatory reception Tuesday for being the first to reach the finish line in the library’s “1000 Books Before Kindergarten” program.  Charlotte is the daughter of Bethany and Jonathan Smith. Bethany is a teacher with the Chesapeake Bay Governor’s School at Rappahannock Community College’s Warsaw campus, where the library is located.

The 1000 Books Foundation, whose purpose, according to their site, is to “promote reading to newborns, infants, and toddlers” and to “encourage parent and child bonding through reading”, runs the national program.
